MENORCA ANÁLISIS Y NEGOCIOS SEMANAL

Menorca comarca · No. 2 · Sunday 4 October 2026 · 7-minute read

The 34 homes in Es Mercadal, at 8.84 million before VAT, are 95 per cent of works whose bid window is open

Of every 100 euros of public works whose bid window remains open in the Menorca comarca, 95 correspond to one contract alone, the 34 social homes that the Institut Balear de l'Habitatge is tendering in Es Mercadal until 9 November. On Wednesday 7 time runs out for the Club de Jubilados in Es Migjorn Gran, and eight newly formed companies gather 222,852 euros of capital.

The Institut Balear de l'Habitatge wants a building contractor for 34 social homes in Es Mercadal

One tender in the millions against two in the thousands
  • No works contract open on the island is bigger than the one for social housing. The Institut Balear de l'Habitatge, the Balearic public body that builds and manages social housing, has opened a licitación, a public tender in which companies bid, for a development of 34 publicly protected homes in Es Mercadal, put out to tender for 8,839,979 euros sin IVA, that is, before VAT. The notice came out on 25 September and the Plataforma de Contratación, the official portal where public bodies publish their tenders, updated it on 2 October.
  • The works budget is equivalent to 259,999 euros before VAT for each home. That is the result of sharing out the budget of the tender among the 34 homes. It measures the cost of the works being tendered, not what those who live in them will pay. No company has been chosen and no award amount exists yet, because the adjudicación is still to come, the step in which the public body chooses the company that will do the work.
  • Builders have 36 days to prepare their bid. The deadline for file 44-2026 ends on 9 November. The contract is co-financed by the European Union under the FEDER 2021-2027 programme for the Illes Balears, the European Regional Development Fund.
  • This contract is worth almost 36 times the second open tender. The three works tenders still accepting bids in the Menorca comarca add up to 9,315,021 euros before VAT, and the Es Mercadal development accounts for 95 per cent. The other two are municipal and neither reaches 250,000 euros.

Es Migjorn Gran and Ciutadella keep two tenders open for 475,042 euros before VAT

How long is left to bid

Seven works worth 3,886,215 euros before VAT have closed to bids and six are still under study

Six works under study and one already settled
  • The outdoor swimming pool in Sant Lluís tops by amount the works being studied. Sant Lluís Town Council closed on 23 September the deadline for the multi-purpose swimming pool at its sports centre, put out to tender for 1,027,002 euros before VAT. The works are en evaluación, under assessment, which means that the public body is assessing the bids and has not yet chosen a company. Alaior is at the same point with the repair in lots of its lanes, put out to tender for 489,106 euros before VAT.
  • Es Migjorn Gran awaits a decision on three small contracts and one already shows a company. The lighting of the pedestrian crossings, put out to tender for 128,499 euros before VAT, is still under assessment on the Platform, but the published data already record a company, NITLUX SAU, with no award price. The intake of seawater for showers on Santo Tomás beach, for 86,204 euros, and the play equipment in a square, for 74,296 euros, do not have one yet.
  • In Maó, the Consell Insular has under study the conversion of a home into a reception centre for minors. The Consell Insular de Menorca, the island council, which in the Balearic Islands is the government of each island, closed on 17 August the deadline for that refurbishment, put out to tender for 329,058 euros before VAT. With it there are six works under assessment, which add up to 2,134,166 euros before VAT.
  • The strengthening of the ME-1 road surface in Alaior is already settled. The same Consell declared settled the tender for the ME-1 road within the municipal boundary of Alaior, put out to tender for 1,752,049 euros before VAT. The published data do not yet say which company will do the works.
  • The garage in Maó, the only property auctioned on the island, has stopped receiving bids. The garage in Maó went to a subasta judicial, a public sale ordered by a court, in which anyone can bid on the Portal de Subastas of the BOE. Bidding closed on 1 October on that portal, the official website of the BOE, Spain's Official State Gazette, where courts and public bodies auction property, and the available data do not record its floor area. This week no auction remains open in the Menorca comarca.

Eight new companies put 222,852 euros into the island and four look to construction or property

Ciutadella holds three of every four euros
  • A manager of ports and moorings is born in Ciutadella with 100,000 euros. Puerto Lago Calan Bosch is the largest of the eight incorporations published on 2 October by the BORME, the Official Gazette of the Companies Register, and provides 45 per cent of the week's capital, the money the partners put in when founding the company, not its turnover. It is followed by Electric Solar Menorca, in electrical installations, with 60,000 euros and based in the same municipality.
  • Four newly registered firms have property or construction as their business, with 59,847 euros. The largest is DM26 RE SL, a company that buys, sells and lets property on its own account, registered in Alaior with 50,000 euros. In the same town Habitat Integral Menorca, in property development, is registered with 3,847 euros. The group is completed by a builder from Ciutadella de Menorca and Hommed Menorca, in property consultancy and intermediation in Es Mercadal, with 3,000 euros each.
  • An opticians firm in Ciutadella and an advertising agency in Es Mercadal close the list. 1274 Forever, which runs opticians and sells glasses, is born in Ciutadella de Menorca with 3,000 euros, and Balearic Prime Services, in advertising, in Es Mercadal, according to the list of the Companies Register.

The Balearics register grants for industrial SMEs and for studies on hotel room attendants

When each grant mentioned was registered
  • Industrial SMEs with guaranteed operations have a Balearic call for financial costs. The Agencia de Desarrollo Regional de las Illes Balears, the regional development agency, registered on 28 September in the BDNS, the National Grants Database, the public register where every administration announces its grants, the convocatoria for 2026 and 2027, the notice that opens the window to apply for a grant. It is aimed at micro-enterprises and industrial SMEs with financial operations backed by a mutual guarantee society. The available data do not yet record an amount or a deadline, which must be checked in the official record.
  • There is a Balearic grant for advice on workload studies of room attendants in hotels. The Instituto Balear de Seguridad y Salud Laboral, the Balearic institute for health and safety at work, registered on 29 September the call for grants for projects advising workers and companies on preparing those studies.
  • Cinemas and the food guarantee also have a new record. The Instituto de Industrias Culturales de las Illes Balears registered on 28 September grants for cinemas and film exhibition complexes for the year 2025, and the Dirección General de Planificación y Servicios Sociales, on the 27th, a call for food guarantee grants. On 1 October a record on free land transport in 2026 also came in.
  • The Ferreries grant and the internationalisation one now have their recipient. Ferreries Town Council registered on 2 October a subvención nominativa, a grant earmarked for a named recipient, which nobody else can apply for, of 700 euros for the Ranxo de Gegants i Capgrossos de Ferreries. The Dirección General de Comercio y Empresa registered on 29 September a direct grant to promote the internationalisation of companies, which is not applied for through a competitive call either.

Up to 3 October, the Menorca comarca kept the 34 social homes in Es Mercadal under tender, with a deadline that falls on 9 November, alongside two other municipal tenders in Es Migjorn Gran and Ciutadella de Menorca. Sant Lluís is studying the proposals received for the pool it plans, Alaior is doing the same with its lanes, and in Maó the Consell Insular is assessing how to refurbish a home while an auctioned garage ran out of time. Eight companies entered the register between Ciutadella de Menorca, Alaior and Es Mercadal. Ferreries recorded a 700 euro grant with a set recipient. Es Castell is the only municipality with no item in this issue.
