The city of Ceuta awards the build of 102 flats in Pozo Rayo, budgeted at about 195,800 euros each
In the Ceuta comarca, the Autonomous City awarded the design and construction of 102 rental flats in Pozo Rayo on a budget of about 195,800 euros per home, excluding land and VAT, below what a typical flat is worth in the city. The port moves 5.8 million across six works and the Poniente Ro-Ro ramp takes proposals until 1 October.
Pozo Rayo will get 102 industrialised rental flats budgeted at 19.97 million before VAT

- The Autonomous City awards the design and works for 102 rental flats in Pozo Rayo. The Pozo Rayo design and build contract, tendered with a budget of 19,973,336 euros before VAT, is now listed as awarded on the Procurement Platform to UTE 102 Viviendas Alquiler Pozo Rayo de Ceuta, a joint venture (UTE) formed by Africana de Contratas y Construcciones and Lirola Ingeniería y Obras. It covers drafting the basic and execution designs, the geotechnical study and construction with industrialised techniques.
- Each flat is budgeted at about 195,800 euros of works, below what a typical home in the city is worth. That is the tender budget divided among the 102 homes, with design and studies included but without VAT or land, and it sits about 35,900 euros below the median CasasValue of a home in the city of Ceuta. It is not what the flats will sell or let for. The contract covers design and works: who will be able to apply for the flats and when they will be handed over are not part of it, so anyone looking to rent should follow the calls issued by the Autonomous City.
- The health department frees up land and the Poblado Marinero gains two lifts. EXCAVACIONES NORTE DE AFRICA, S.L will demolish the building annexed to the Consejería de Sanidad, the health department of the city, with a tender budget of 331,385 euros before VAT and the contract updated as resolved on the Platform on 21 September. And the company Parque Marítimo del Mediterráneo has had the installation of two lifts in the Poblado Marinero marked as resolved on the Platform since 14 September, in favour of TUSSER INGENIERIA Y OBRAS S.L., tendered at 200,996 euros before VAT.
The Port of Ceuta moves 5.8 million across six works and the Ro-Ro ramp closes bids on 1 October

- Two tenders remain open and the more pressing one closes this Thursday. The extension of the Ro-Ro ramp on the Poniente breakwater, worth 63,174 euros before VAT, accepts bids until 1 October. The photovoltaic plant on the España quay, on the terminal and the boarding galleries, is tendered at 648,100 euros and closes on 14 October.
- Three port works still have no contractor chosen. The Port Authority is evaluating, with bidding closed in August, the energy upgrade of the Estación Marítima, the passenger terminal, worth 2.14 million before VAT, phase I of the ferry berths on the Cañonero Dato quay, worth 1.52 million, and the fitting out of the ground floors of the galleries, worth 710,479 euros. Together they hold most of the port money at stake.
- The Poniente access controls already have a contractor. MULTISERVICIOS BUILDARNA SL won the upgrade of the access controls on the Poniente quay, tendered at 688,892 euros before VAT, with its latest update on the Platform on 18 September.
The Ministry of Defence resolved six works orders in the city of Ceuta in September, from 7,273 to 40,000 euros

- A local builder wins two of the six military orders. ARTECO CEUTA CONSTRUCCIONES will install a stairlift at the Casino Militar, the military club, and renew the pressure pump unit and electrics of the García Aldave laundry, two contracts the Platform lists as resolved in its updates of 17 and 18 September.
- Facades, roofs and firebreaks round out the list. SEPTA ENERGY, S.L. will repair cracks and paint the main facade of the CDSCM. A self-employed contractor took the scrub clearance at the Regado powder magazine and the upgrade of La Marina tunnel, and the roof of the González Tablas barracks has been listed as resolved since 11 September.
- Winning a place in the next batch means keeping watch on the Platform. All six orders came from the Economic Affairs Section (Sección de Asuntos Económicos) of the Comandancia General de Ceuta, the Army command in the city, and five were published and resolved in September, several within one or two days. A builder hoping to compete for the next batch should watch the notices of that body on the Public Sector Procurement Platform.
